Play Store app, or web browser?

I have an old Android phone that I am planning to use in a more or less fixed location to view my station data. It has wifi, but I no longer use it as a phone, so it will act as a semi-permanent weather display.

Is there any difference or advantages in whether I use the Tempest app from the Play Store, or just open a web browser and view my station that way?

there isn’t a lot of difference. In the app you can rearrange the order of the items in the grid view. But once you did that, it also shows up like that in the webbrowser. The app could possibly connect to the hub using bluetooth, in case wifi goes down.

Fully Kiosk Browser may be your friend, if it runs on your phone. It works great for always-on web pages on Android tablets…
