How does this impact the potential data dividend payments to station operators?

Not at all. Whether or not data from your station is shared with NOAA does not affect the Data Dividend because WeatherFlow does not receive any compensation from NOAA for use of the data. Data Dividend is primarily driven by utilities, ISOs, and RTOs that WeatherFlow works with, both directly and indirectly.
