The notifications should have a mute for 30/60/90 minutes.
on the Apple Watch or otherwise, you can recognize that lightning, rain or any notifier and mute for a period of time. hopefully for the duration of the weather event.
the notifications for lightning have just been reduced to maximum a handful of notifications. (if the weather event lasts longer then half on hour later, you will get more notifications)
